POSITION DESCRIPTIONS
ADMINISTRATION & IT
County Administrator - Serves as the chief administrative official of the County and is responsible for the administration of all departments and offices (except the Sheriff’s Office, see 30-A, M.R.S. §401) under the direction of the County Commission, in keeping with County policy and the laws of the State of Maine as they relate to county government. Requires five to seven years of experience in municipal or other governmental administration, and a strong background in financial management (including accounting procedures, budgeting, and investments). A related four-year degree is required; an advanced degree is highly desirable. An equivalent combination of education, experience and training will be considered.
Administrative Assistant - Acts as the primary contact for communication with the Administrative Offices, provides administrative and clerical assistance to the County Administrative Office staff, and performs general office duties under the direction of the County Administrator. One to two years of general office experience is essential including computer experience using Microsoft Windows and Microsoft Office software products. A two-year or four-year degree from an accredited college or university in a related area is desirable, but not required. Notary Public license preferred.
Systems Administrator (IT) - Manages, plans, install, troubleshoots, services and repairs all Technology Information Systems for Knox County, which includes four physical locations. Also provides connectivity support to local law enforcement agencies. This position is the only Information Technology staff position for the County. A minimum of five years of experience managing and maintaining IT systems as a Systems Administrator or similar position. Must have the ability to exercise independent judgment in following appropriate procedures and policies, and in prioritizing multiple tasks in available time. Equivalent to completion of two years of college-level coursework in computer science, information technology or a related field and two years of general computer installation, maintenance and repair experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above. Familiarity with network security theories and practices; with preference given to GIAC certification.
AIRPORT
Airport Manager - Responsible for the management and operational oversight of the Knox County Regional Airport in order to provide safe, reliable, efficient, fiscally-responsible and environmentally-friendly 24/7 air transportation services and facilities. The Airport is subject to federal inspections. Three to four years of aviation management experience OR other acceptable equivalent combination of training and experience required. Progressively responsible administrative experience in public administration and considerable experience in aviation and airport operations/maintenance is desired. Four-year college degree in Aviation Management, Business Administration or related field. State certification as an airport manager is required within six months of hire; professional certification through the AAAE is desired.
Administrative Assistant - Provides administrative and clerical assistance to the Airport Manager, including filing, typing, mailing, helping the general public and other general office work. One to two years of experience in administrative or general office duties, including computer experience using Microsoft Windows and Office software, is required. Experience in a professional office is desired with office and business skills including, keyboarding, filing, and multi-tasking. A two-year or four-year degree from an accredited college or university in a related area is desirable, but not required.
Maintenance Supervisor - supervises and performs maintenance of airport grounds, facilities, buildings, vehicles and equipment, is responsible for general airport operations in the absence of the Airport Manager. Two to three years of experience in grounds, building, vehicle and/or equipment maintenance, as well as in the operation of large trucks, other powered equipment, hand tools, etc., is required. Supervisory experience is highly desired. Working knowledge of grounds, building, vehicle and/or equipment maintenance skills is required. A Class II driver’s license to operate snow removal equipment and other heavy equipment is required. A pilot’s license and active participation in aviation would be an asset.
Maintenance Worker - Performs maintenance on airport grounds, facilities, buildings, vehicles and equipment, and monitors paid parking lots. Up to a year of experience in maintenance of grounds, buildings, vehicle and/or equipment and in the operation of large trucks, other powered equipment, hand tools, etc., is highly desired. Familiarization or experience working on and around aircraft is desired. An understanding of communications and the nature of public safety is desired. Working knowledge of grounds, building, vehicle and/or equipment maintenance skills and a Class II driver’s license is required.
Airport Security Supervisor - Responsible to the Chief Deputy, and indirectly to the Airport Manager, for the administration and supervision of airport security, ensuring that all security measures as outlined by federal agencies and the County are followed. Three to four years experience in police or other similar law enforcement capacity required. At least three years supervisory experience desirable. Has working knowledge of computers and automated systems including Microsoft products, internet, and other law enforcement specialty software. Must have the ability to exercise independent judgment in following appropriate procedures and policies, and in prioritizing multiple tasks in available time. Must meet current firearms range qualifications as established by the department. Must have completed the Basic Law Enforcement Training program of the Maine Criminal Justice Academy, be familiar with U.S. Constitutional Law regarding Search and Seizures, and Maine Criminal Statues, and receive training and qualify in the use of and handling of chemical agents. Knowledge of government operations is extremely beneficial.
Airport Security Deputy - Responsible to the Airport Security Supervisor for airport security, following all security measures as outlined by federal agencies and the County. A minimum of two years of experience in police or other similar law enforcement capacity required. Must have ability to deal with individual personalities of the flying public, and deal with people in hostile situations. Must meet current firearms range qualifications as established by the Sheriff's department. Must have completed the 100 Hour Reserve Course program of the Maine Criminal Justice Academy. Knowledge of government operations is extremely beneficial.
COMMUNICATIONS
Communications Director - Responsible for the daily emergency telecommunications and related services provided by the Knox Regional Communications Center to include law enforcement, fire, EMS, and EMA; works closely with the Communications Executive and Advisory Boards in all matters relative to the KRCC. Four to five years of management experience in a professional environment required, preferably in a government setting. Experience in a communications center strongly preferred. Must have ability to manage and supervise an office serving the public safety community with communications for law enforcement, fire, EMS, and EMA. Must have the ability to interact with advisory and executive boards, top-level officials in state, county, and local government, legislators, telephone company personnel, and other public and private entities. An understanding of communications and the nature of public safety. Must have the ability to exercise independent judgment in following appropriate procedures and policies, and in prioritizing multiple tasks in available time. A four-year college degree in a related field, or equivalent work experience in a related field. Must have completed the National Crime Information Center Terminal Operators course and have the MAARS-View and APU Certification, Terminal Operator Certification, Emergency Medical Dispatcher, Emergency Telecommunicator Certificate, and Emergency Number Professional Certification.
Dispatch Supervisor - Responsible for scheduling, organizing, directing and evaluating the activities of dispatchers, working as a dispatcher, dispatching patrol officers or other appropriate personnel as necessary, maintaining proper logs and records, and controlling public access to the Communications facility. Must have three to four years of experience as a dispatcher. Experience in a professional environment is essential. Experience and knowledge of government operations is extremely beneficial. Must have an understanding of communications and the nature of public safety, the ability to exercise independent judgment in following appropriate procedures and policies, and in prioritizing multiple tasks in available time, and must have the ability to supervise an office serving the public safety community with communications for law enforcement, fire, EMS, and EMA. Must have technical or specialized training equivalent to that acquired in a 2-year college, technical or business school, completion of the National Crime Information Center Terminal Operators course, must meet N.C.I.C. Terminal Operators Certification and maintain certification, be a Certified and Licensed Emergency Medical Dispatcher, be certified as a Terminal Operator (NCIC/METRO), have VESTA Certification, ETC Certification, CPR Certification, completed ICS 100, 200, 300, 400, and 700, and must be willing to participate in required in-service training each year as required by law. Required by law to pass a recertification exam every two years.
Dispatcher - Responsible for receiving, processing, and dispatching requests for public safety services, including emergency and non emergency requests, to the citizens of Knox County. Requests are received via 9-1-1, telephone, intercom, radio, or any other means possible. The dispatcher is also responsible for handling all public safety radio communications, documenting and maintaining accurate logs, and recording of complaint information for all police, fire and EMS calls handled by the Center. Two to three years of prior related experience; experience and knowledge of call center operations is extremely beneficial. Must have an understanding of communications and the nature of public safety. Must have the ability to exercise independent judgment in following appropriate procedures and policies, and in prioritizing multiple tasks in available time. Experience in the operation of modern communications hardware desirable but not mandatory. Ability to comprehend and effectively operate the computer aided dispatch (CAD) system required. Must be able to successfully complete the Certification of Terminal Operator (CTO) course offered by the Maine Criminal Justice Academy, Emergency Medical Dispatching (EMD), CPR, MAARS-View & APU Certification and Hazardous Materials Awareness Level, Emergency Telecommunicator Course and any other State mandated training that may be offered at a later date. Training to be completed within first six months of employment. Must be able to obtain State EMD license. Must be willing to participate in required in-service training each year as required by law.
DISTRICT ATTORNEY OFFICE
Prosecutorial Assistant/Investigator - Assists all Law Enforcement agencies operating within Knox County, as well as the District Attorney and the Assistant District Attorneys, with the investigation and prosecution of all criminal cases occurring within Knox County or within the prosecutorial jurisdiction of Knox County. Also responsible for numerous duties related to the day to day operations of the District Attorney’s Office. Two to three years of prior investigative law enforcement experience or equivalent exposure to the criminal justice system, including knowledge of investigative procedures, is required. Knowledge of scientific investigative aids and their legal application to the preparation of a criminal case for trial required. Exposure to overall functions of a law enforcement agencies department, court procedures, defense and prosecution techniques and the ability to communicate with representatives of all segments of the judicial system. Ability to maintain a full time or part time law enforcement certification through the Maine Criminal Justice Academy. A two or four year College Degree in a related field and full time State of Maine Law Enforcement Certification is highly desired. Certification and clearance to use the software need to access the Metro System.
Victim & Witness Advocate - Contacts, counsels and informs crime victims, their families, and witnesses to crimes; provides support, makes referrals, assists in investigations, and prepares them for hearings and trials. Two to three years of experience in counseling or advocacy is required; experience with the court system is highly desired. A BS or BA in social work, psychology, sociology, counseling or other related human relations profession is highly desired.
Administrative Secretary / Computer Network Systems Administrator - Performs a variety of administrative, secretarial and other specialized clerical work in the District Attorney's office, including legal document preparation, typing, transcribing dictation, bookkeeping, reception and filing. The Administrative Secretary also functions as a system administrator for the four-county computer system, resolving network and data issues. Three to four years of experience as an administrative or legal secretary and experience with a networked office computer system is required. Experience with legal documents and the court system highly preferred. Equivalent to the completion of a two-year college, technical or business school education with training in typing, word processing, dictation, bookkeeping and a good command of the English language, is required. General knowledge of computer systems necessary, with the ability to understand new computer operations.
Legal Secretary II - Performs a variety of secretarial and other specialized clerical work in the District Attorney's office, including preparing court documents, reception and filing. At least one to two years of general office experience demonstrating office skills, ability to follow complicated procedures and good judgment is required. Completion of high school or equivalent with some training in word processing, filing and general office procedures is required.
Receptionist - Greets and directs visitors and callers to the proper person, department or agency, and performs secretarial and other specialized clerical work in the District Attorney's office, including typing, preparing documents, entering data, processing mail, and filing. Up to a year of general office experience demonstrating office skills, ability to follow complicated procedures, ability to work with the public, and good judgment is desired. Education with emphasis on word processing, filing and general office procedures is required.
EMERGENCY MANAGEMENT
EMA Director - responsible for primary County-level coordination of all-hazards emergency management in Knox County. This includes prevention or, preparing for, responding to, recovering from, and mitigating against natural, man-made or technological threats or emergences. The Director acts as the County Administrator’s representative on all EMA matters and coordinates activities of the County EMA with other federal, state, county and local agencies having EMA responsibilities. The EMA program is a part of the Federal and State EMA networks. The EMA Director serves as Knox County LEPC Coordinator and may hold elected office in that committee. (STATUTE REFERENCE: Title 37-B § 781 et seq.) Four to five years of prior related experience in Emergency Management at a professional level; progressively responsible administrative experience in public administration or public safety desired. Must be skilled in leadership, exercise good judgment in evaluation of situations and making decisions and be able to communicate with people at all levels. Must be familiar with the structure, functions, and interrelationships of federal, state, county and local governments, as well as their backgrounds and objectives. Must possess the ability to deal effectively with state, county and local government officials. Knowledge and experience with Microsoft Office (Word, Excel, Access and PowerPoint) required. Knowledge and experience with Web EOC, Estudio, Hurrivac, CAMEO/ALOHA, Arc-GIS and other specialized software desired. A four year college degree (B.S. or M.S. in Emergency Management preferred) or equivalent combination of education and professional life experience. Significant formal training in planning, administration and training is desired. Completion of National Incident Management System (NIMS) coursework provided by the federal government as required by current state standards. Certified Emergency Manager (Basic, Maine or IAEM) and FEMA Master Exercise Practitioner (MEP) certification highly desirable. Must be eligible for security clearance.
Administrative Assistant - Performs general administrative and financial management duties and serves as the office manager for the Department. Two to three years of general office experience demonstrating administrative skills, computer knowledge, ability to follow complicated procedures and good judgment is required. Experience with a variety of radio communications equipment is desirable. Must have demonstrated success in positions of increasing complexity and responsibility. Education with emphasis on computer operations, typing, filing and general office operations and management procedures is required. FEMA-related or NIMS/ICS course work preferred. AA or AS degree in business management, business administration or emergency management preferred. Completion of required state and federal training for Incident Management and EOC tasks. Expected to attain Maine Basic Emergency Manager Certification (Level 1 & 2) within one year of hire.
Operations & Resources Planner - Conducts emergency management planning, receive and/or deliver training on a variety of subjects, and complete special projects. Ability and experience in increasingly responsible positions of leadership in emergency response, public health, education, military or emergency management related fields required. Must have working knowledge of federal, state and local regulations, policies and procedures pertaining to emergency management related functions. Must have functional office experience and effective use of common office productivity applications including, Outlook, Word, Excel, PowerPoint etc. Associates degree or higher education in a related field. The post-secondary education requirement may be substituted by relevant field experience as outlined above. Required to have completed the following National Incident Management System, Incident Command courses: ICS-100(any), ICS-700, ICS-800b, ICS-200 and ICS-300. (“IC” series or other comparable courses approved by FEMA are acceptable), Resources Unit Leader (RES-L), Safety Officer (SOF-R) and other FEMA or NIMS courses as designated by EMA Director. Must have Maine Basic Emergency Manager credentials. If certification is not held, certification must be substantially completed prior to hire with certification achieved within six months. AVOC or EVOC training documentation required or must be completed within six months of hire. FCC Amateur Radio Licensure at Technician rating or higher.
Geospatial Database Manager (GIS) - Responsible for managing GIS operations for Emergency Management Agency (EMA) and the County of Knox; duties include coordinating and managing aerial photography projects; planning, developing and maintaining the GIS within the County of Knox; coordinating the use of GIS data and software with various cities, towns and area agencies; assisting with the purchase of GIS software and maintaining software licenses; planning and organizing GIS software training; updating and managing GIS data layers through relational database management and custom applications; managing web-based mapping services, and performing mapping updates and map production for the Agency and municipalities upon request. Three to five years of related progressive technical experience in developing and maintaining geographic information systems and/or computer aided/automated cartography required. Experience utilizing DHS or FEMA mapping systems, such as HAZUS-MH for hazard analysis and consequence management activities required. Must have familiarity with Flood Insurance Rate Maps used in the National Flood Insurance Program and the ability to establish and maintain effective working relationships with County, City and Town officials, co-workers and the general public. Capacity to create and manage a system which meets the needs of the various user departments in a timely, creative, and workable manner required. Skill in the organization, analysis, and retrieval of information, and functional office experience and effective use of common office productivity applications including, Outlook, Word, Excel, PowerPoint etc. required. Bachelor’s degree, or equivalent combination of education and experience, in information technology, computer science, GIS, field geography, mapping science, or other related field required. Must have completed the National Incident Management (NIMS) courses required for EMA/EOC position. Thorough knowledge of the standards, practices, methods, and equipment required of a state-of-the-art municipal GIS operation, maintains familiarity with Microsoft Windows Operating Systems, considerable knowledge of standard computer business software for database management and spreadsheets, and knowledge of standard word processing computer software. Must possess all of the necessary skills, abilities, licenses, and certifications to fulfill the responsibilities and obligations of the Geospatial Database Manager function as it relates to all local, state, and federal guidelines.
FINANCE / TREASURER
Finance Director/Treasurer - Serves as the Treasurer for the County and performs a variety of complex professional, supervisory, administrative and technical accounting and financial functions in maintaining the County’s fiscal records and systems. Responsible for all aspects of finance to include accounts receivable, accounts payable, investments, cash flow, projections, grant tracking, analysis and fiscal records. Manages payroll and benefits administration. Five to seven years of prior related experience in Finance, preferably in a government setting. Requires considerable knowledge of modern governmental accounting theory, principles and practices, internal control procedures and management information systems, office automation and computerized financial applications, specifically the Munis financial software system, or similar system, public finance and fiscal planning, and payroll and accounts payable functions. Must have a working knowledge of budgetary, accounting and reporting systems and GASB, IRS regulations and FLSA laws, the ability to prepare and analyze complex financial reports and to maintain efficient and effective financial systems and procedures. Graduation from an accredited four-year college or university with a degree in accounting, finance, business or public administration, or a closely related field, or an equivalent combination of education and experience, required.
Deputy Treasurer - Assists the Finance Director/Treasurer in the general operation of the Department; responsible for a variety of complex professional, supervisory, administrative and technical accounting and financial functions in maintaining fiscal records and systems. Prepares and verifies County payroll and administers employee benefits. Oversees the Department in the absence of the Finance Director. Three to four years of prior related experience in Finance and/or Human Resources at a professional level, preferably in a government setting required. Considerable knowledge required of modern governmental accounting theory, principles and practices, public finance and fiscal planning, internal control procedures and management information systems, office automation and computerized financial applications, specifically the Munis financial software system, or similar system, and payroll and accounts payable functions. Must have a working knowledge of budgetary, accounting and reporting systems and GASB, IRS regulations and FLSA laws. Must have the ability to prepare and analyze complex financial reports, to maintain efficient and effective financial systems and procedures, to effectively supervise and motivate staff, and to establish and maintain effective working relationships with employees, county officials and outside agencies. Technical or specialized training equivalent to that which would be acquired in two years of college, technical school or business school. An Associate’s degree in finance, accounting, business or public administration or closely related field strongly preferred.
Finance Clerk - Assists the Finance Director and Deputy Treasurer in the general support operations of the department; processes accounts receivable, reconciles general fund bank statements; assists with time sheets and payroll processing duties. At least one year of experience working in a professional office, preferably in Finance. Strong time management, organization and analytical skills. Experience in Excel to include the creation of worksheets with formulas, and experience in Word. Education with emphasis in finance or accounting.
JAIL / CORRECTIONS
Jail Administrator - Responsible for providing leadership, guidance, direction and control necessary for operation of the County Jail Facility within accepted professional standards and applicable law; in conjunction with the Sheriff, plans, organizes, and implements policies and programs in the Correction’s Division. The Jail Administrator is directly accountable to the Sheriff, and indirectly to the Chief Deputy, for implementation of the Sheriff’s orders and direction concerning the operation of the Jail Division. The Jail has a potential for housing 80 long-term, nine 72-hour and two 6-hour inmates. Prisoners may be boarded from other counties throughout the state. Three to four years of experience in Corrections. Must have working knowledge of computers and automated systems including Microsoft products, internet, and other law enforcement specialty software. Must be willing to complete the minimum in-service training requirement each year as required by law for certified Corrections Officers. Bachelor’s Degree or postsecondary education and management training are strongly preferred. Must have Basic Corrections and Law Enforcement pre-service training at MCJA or verifiable equivalent. Must complete a course in Corrections Supervision/Management within 12 months of appointment. Must have a MCJA Corrections Certificate or equivalent within six months of employment.
Assistant Jail Administrator - Primarily responsible for day-to-day operations and state mandated training in the Corrections Division, ensuring that all Corrections personnel follow Knox County Jail policy and procedures, consistent with Maine Jail Standards, the Maine Criminal Justice Academy and pertinent provisions of Maine Statutes. Three to four years of experience in Corrections, with a minimum of six (6) months command staff experience in Corrections. Must be able to pass any written or performance oriented test required by the Sheriff or Jail Administrator. Must be able to function independently with a minimum of supervision while exercising sound judgment in applying policy and procedures. Must be able to correctly interpret statutes and standards and have a thorough working knowledge of corrections and physical security practices. Some college level studies preferred. Must hold current certification as a Corrections Officer, Methods of Instruction Certification from MCJA or equivalent, and have supervisory in-service education.
Administrative Assistant - Performs specialized administrative assistant and clerical work in the Correctional Facility, including typing, extensive computer work, taking notes, bookkeeping, processing mail, handling correspondence, and filing. In addition, the administrative assistant is responsible for the security and accounting for all inmate related funds and personal property, and functions as the purchasing agent for the facility. One to two years of general office experience is essential including computer experience using Microsoft Windows and Microsoft Office software products required. Experience in a professional office environment required. Experience in administrative assistant duties is strongly preferred. Experience and knowledge of government operations extremely beneficial. Basic bookkeeping ability. Education with emphasis on office and business skills including, keyboarding, filing, and multi-tasking. A two-year or four-year degree from an accredited college or university in a related area is desirable, but not required. Computer knowledge base with Windows and Microsoft (Word, Excel and Access) as well as setting up and maintaining proper systems required.
Programs / Classifications Coordinator - Ensures ongoing programs for and classification of inmates of the Knox County Jail by planning, implementing, managing and documenting programs designed to reduce inmate stress and to enhance inmate productivity, rehabilitation, and reintegration into society, and managing the classification system for inmates housed at the facility in compliance with DOC Standards and Knox County Policy and Procedure. Three to four years of experience in corrections with a thorough knowledge of the classification process. Completion of Correctional Classification training, experience in supervision, and xperience with computers (Microsoft products) required. Completion of Maine Criminal Justice Academy Basic Corrections course and maintenance of the certification required. Must be familiar with the Maine Jail Standards, and Knox County Jail operational policies and procedures.
Assistant Programs / Classifications Coordinator - Assists the Programs/Classification Coordinator in ensuring ongoing programs for, and classification of, inmates by planning, implementing, managing and documenting programs designed to reduce inmate stress and enhance inmate productivity, rehabilitation, and reintegration into society, and in managing the classification system for inmates housed at the facility in compliance with DOC Standards and Knox County Policy and Procedure. Completion of Correctional Classification training, experience in supervision, and experience with computers (Microsoft products) required. Completion of Maine Criminal Justice Academy Basic Corrections course and maintenance of certification required. Must be familiar with the Maine Jail Standards, Knox County Jail operational policies and procedures.
Records Officer - Ensures the accurate and timely management of all Jail records systems in compliance with applicable DOC Standards and laws, including the calculation of inmate good time and release dates consistent with Jail policy and Maine Statute. 1 - 2 years of clerical experience of a statistical nature preferred. Specific skills in record keeping and filing, knowledge of court procedure, and computer literacy required. Knowledge of DOC Standards related to jail records and Maine Statute related to inmate good time required. Must successfully complete a written and hands-on test. Knowledge of inmate classification helpful. Complete Basic Corrections Officer course at MCJA within six (6) months and/or possess equivalent experience in prisoner handling and security required.
Transport Supervisor - Oversees the secure transportation of inmates to and from correctional facilities and other locations as might be necessary, coordinating writs for remanding and court appearances of inmates with the Courts, and providing emergency transport of mental health commitments and other transports as directed by the Assistant Jail Administrator or Jail Administrator. Two to three years of prior Corrections or law enforcement experience. Must pass written, oral and performance skill tests as may be prescribed by the Sheriff. Must be thoroughly familiar with court documents required for transport and commitment of inmates and mental health cases. Must be thoroughly familiar with court security and transport security procedures. Must have completed MCJA basic corrections training curriculum and possess experience in handling prisoners and physical security. Must attend supervisory skills course at MCJA or equivalent training within six (6) months of appointment. ACA and NSA correspondence courses acceptable. Corrections Officer’s certificate required. Supervisor’s training certificate or equivalent required. Knox County firearms proficiency certification required.
Transport Officer - Provides the secure transportation of inmates to and from correctional facilities and other locations as might be necessary, in the absence of the Transport Supervisor, coordinates writs for remanding and court appearances of inmates, and coordinates emergency transport of mental health commitments as needed. 24-35 months of Corrections and/or law enforcement experience required. Must pass both written and performance skills tests as may be prescribed by the Sheriff. Must have good working knowledge of court documents required for transport and commitment of inmates and of Court Security and transport security procedures. Must have a thorough working knowledge of Knox County Jail Policy and Procedures. Must maintain attendance at a minimum of annual in-service training as prescribed by law. Must possess experience in prisoner handling and security outside a secure facility, a Class III Maine Driver's license, and Basic Corrections Officer’s Certification from MCJA.
Assistant Transport Officer - Provides the secure transportation of inmates to and from correctional facilities and other locations as might be necessary, coordinating writs for remanding and court appearances of inmates through the Transport Supervisor, and coordinating emergency transport of mental health commitments as needed. Prior Corrections or law enforcement experience preferred. Must pass both written and performance skills tests as may be prescribed by the Sheriff. Must have good working knowledge of court documents required for transport and commitment of inmates and Court Security and transport security procedures. Must have a thorough working knowledge of Knox County Jail Policy and Procedures. Must maintain attendance at a minimum of twenty (20) hours of annual in-service training as prescribed by law. Completion of the Basic Corrections Officer course at MCJA within six (6) months and/or possess equivalent experience in prisoner handling and security is required. Must attend Supervision in Corrections course at MCJA or equivalent training within twelve (12) months of appointment (ACA Correspondence Course acceptable). Must have a Class III Maine Driver's license and Corrections Officer's Certification (within 6 months)
Shift Supervisor - Organizes, directs and supervises the activities of Corrections Officers on his/her assigned shift, ensuring the physical and operational security of the jail. Three-four years of experience as a Corrections Officer. Must pass both written examinations and oral boards; physical agility tests may be required. Must have the ability to keep the staff functioning effectively in administration’s absence. Must have a good working understanding of corrections security procedures and emergency contingency plans. Must have a thorough working knowledge of jail policy and procedures. Must complete the mandatory in-service requirements of the MCJA Board of Trustees under Title 25, MRSA. Completion of MCJA basic corrections curriculum, parts A, B and C required. Must attend a Corrections Supervisor Course at MCJA within six (6) months of promotion if available or successfully complete the ACA or AJA Correctional Supervisor’s Correspondence Course.
Assistant Shift Supervisor - Supervises inmates within an assigned area, maintaining order and security through fair and impartial application of Knox County Jail Policies and Procedures and accepted correctional security and supervisory practices. Two to three years of experience as a Corrections Officer. Must pass both written and physical endurance tests so designated by the Sheriff. Must have the ability to keep the office functioning smoothly in the absence of a supervisor or department manager. Must have a good working understanding of corrections, security procedures and emergency alert system. Must have a thorough working knowledge of jail policy and procedures. Must participate in mandatory supervisory training as well as be willing to participate in a minimum of 20 hours of in-service training each year as required by law. Must have completed the Basic Corrections Officer Training Program of the M.C.J.A.
Correctional Maintenance Mechanic - Performs or oversees all maintenance and repair of County property and equipment at the Knox County Jail Complex, including electrical, plumbing, carpentry, masonry, painting, etc, according to pertinent code restrictions, environmental regulations and occupational safety and health rules. Some experience working in facility maintenance. Working knowledge of mechanical, hydraulic, electrical, heating and plumbing systems associated with correctional institutions; knowledge of hand tools and general maintenance practices & procedures required. Must be able to pass any written or performance oriented test required by the Sheriff. Must be able to function independently for extended periods of time with minimal supervision while exercising sound fiscal, supervisory and engineering judgment and adhering to existing policies. Must be able to prioritize assignments to insure optimum effectiveness and minimize any system(s) downtime. Must be able to correctly interpret statutes, standards and codes involved in building maintenance such as, NFPA, ACA, electrical and plumbing codes, etc. Extensive knowledge of instructional operating systems such as HVA, electrical, plumbing, security systems, locking systems, etc. required. Preference will be given to applicants holding current professional licenses in the building maintenance field or work related experience such as plumbing, electrical, boiler, HVA system certifications, etc.

Must have a thorough working knowledge of jail policy and procedures. Must be willing to participate in in-service training each year as required by law. Must have completed or be willing to complete the Basic Corrections Officer Training Program of the M.C.J.A.
Food Services Manager - Performs administrative and operational duties in providing food service to the Jail, including purchasing, receiving, storing, preparing, cooking and serving food items that meet all federal and state standards and requirements. Two to three years of experience in institutionalized food preparation/cooking/management.
Familiarity with a correctional atmosphere strongly preferred. Must have management skills and abilities. Must have been awarded the Degree of Associate in Applied Science Culinary Arts or training in Culinary Arts through an apprenticeship program or trade school. Must have a certification in Applied Foodservice Sanitation. Must have a Foodservice Management Professional certification or another management certification.
Food Services Specialist - Prepares and serves meals for all inmates of the County jail; prepares, seasons, and cooks a wide variety of meats, vegetables, soups, breakfast dishes, desserts and other food items, while following all federal, state and local food service standards for County jails. The Food Service Specialist is responsible for all operations of the kitchen facility in the absence of the Food Service Manager. Some experience in cooking is required. At least two years experience in institutionalized food preparation/cooking and familiarity with a correctional atmosphere is preferred. Food safety and Sanitation Course must be completed within six months of date of hire. Completion of a Jail Policy & Procedures Orientation required.
PROBATE
Judge of Probate (Elected Position) - The Judge of Probate presides over the Knox County Probate Court and has final and exclusive decision–making authority for all cases within its jurisdiction. The Judge’s decisions are appealed directly to the Maine Judicial Supreme Court. The Probate Court system, under the jurisdiction of the Maine Supreme court and funded by Maine's counties, handles all estates, as well as guardianship, conservatorship, changes of name, adoptions and other legal matters. The Judge of Probate is an elected position. A Juris Doctor Degree is required.
Register of Probate (Elected Position) - The Register of Probate is a quasi-judicial role responsible for managing the Registry of Probate office within applicable codes, laws and statutes, and overseeing the operation of the Probate Court. The Probate Court system, under the jurisdiction of the Maine Supreme court and funded by Maine's counties, handles all estates, as well as guardianship, conservatorship, changes of name, adoptions and other legal matters. As stated in State Statute Title 18-A, Article 1, Part 5, Registers of Probate have the care and custody of all files, papers and books belonging to the probate office and shall duly record all wills probated formally or informally, letters of authority of a personal representative, guardianship or conservatorship issued, bonds approved, accounts filed or allowed, all informal applications and findings, all petitions, decrees, orders or judgments of the judge, including all petitions, decrees or orders relating to adoptions and changes of names and other matters, as the judge directs. Registers of probate shall keep a docket of all probate cases and, under the appropriate heading of each case, make entries of each motion, order, decree and proceeding so that at all times the docket shows the exact condition of each case. Duties require knowledge of Registry of Probate statutes and procedures and the equivalent of an Associate's Degree, preferably in law, business or a related field, or an equivalent combination of education and closely related work experience.
Deputy Register of Probate - Responsible for the performance of clerical and other office duties, and is responsible for the operation of the Office in the absence of the Register of Probate The Deputy Register holds a quasi-judicial role with a great deal of responsibility, requiring good judgment and decision-making capabilities. Two to three years of general office experience demonstrating office skills, ability to follow complicated procedures and good judgment is highly desired. Ability to be bonded and to assume the oath of office is required. Education with emphasis on office and business skills including: typing, filing, basic bookkeeping, etc.
Probate Clerk - Responsible for various clerical and other general office duties, including data entry, customer service, microfilming both current and past documents and files, filing, processing mail, preparing forms, and copying. Up to a year of general office experience is desirable. The Probate Court is a Court that operates according to the Maine Rules of Probate Court and the clerk is responsible for recording documents and handling individual matters prior to filing. Education with emphasis on office and business skills including; typing, filing, etc. A basic knowledge of the Uniform Probate Code and knowledge of recording documents is most desirable.
REGISTRY OF DEEDS
Register of Deeds - Responsible for the general management and operation of the Registry of Deeds office within applicable codes, laws and statutes. Responsible for recording and maintaining all land records for Knox County, and ensuring that all records are microfilmed and legible before being stored at the Maine State Archives. As an appointed official, the Register reports to the County Administrator directly. Three to four years of related office experience, or equivalent combination of education and experience. Knowledge of the requirements and statutes governing the form, recording, and indexing of public records, and the receipt of transfer tax. Knowledge of all technology used in the recording process as well as that used in the retrieval of information and records required. Considerable judgment and resourcefulness is required in making decisions on procedure and overall supervision. Ability to communicate effectively both verbally and in writing; to establish positive public relations for the department; and to interact with a wide variety of people required. Strong knowledge of record keeping procedures and strong desire for correctness and preservation of the records with which the Deeds’ Office is entrusted is mandatory. Duties require knowledge of registry statutes equivalent to completion of an Associate’s degree, preferably in business or a related field, or an equivalent combination of education and experience that meets the requirements.
Deputy Register of Deeds - Signs documents and makes attested copies, assists attorneys and the general public, performs monthly billing, and accounts for taxes and fees. The Deputy’s duties cover the full process of receiving, recording, indexing and scanning of documents. In the absence of the Register, the Deputy Register of Deeds administers and supervises the office, and may sign in place of the Register when necessary. The Deputy is appointed by the Register and approved by the County Commission. More than 15,000 instruments are recorded annually, copy dollar volume can reach as high as $45,000 per year, and total funds collected by the Deeds office are over $1,000,000 annually. Two to three years of general office experience demonstrating office skills, ability to follow complicated procedures and good judgment is highly desired. Ability to be bonded and to assume the oath of office is required. Education with emphasis on business skills such as typing, filing, computer knowledge, and basic bookkeeping.
Deeds Clerk - Responsible for the full process of receiving, recording, indexing and scanning of documents, and collection of taxes and fees as applicable. Duties also include assisting attorneys, surveyors, abstractors, and the general public who use the Registry. Some general office experience demonstrating office skills and the ability to follow complicated procedures required. Because of the importance of the clerks having a thorough knowledge of the legal process and procedures of recording documents and the legal responsibilities required by the deeds office, it is important the clerks have good judgment and decision making qualities. Education with emphasis on business skills such as typing, filing and basic bookkeeping desired.
SHERIFF'S OFFICE / PATROL DIVISION
Sheriff - Under Title 30A-401, the Sheriff is the chief County law enforcement officer, elected by the people and signed into Office by the Governor. The Sheriff is responsible for protecting the safety and property of citizens of the County by providing quality Law Enforcement through crime prevention, drug enforcement, and aggressive patrol. The Sheriff administers and directs the Jail, Patrol, Civil Process and Airport Security Divisions as authorized by the budget and according to federal and state laws and regulations. High school education or equivalent required; formal education in law enforcement and public administration equivalent to that of a 4 year college degree preferred.
Chief Deputy - Appointed by the Sheriff and, as second in command, is primarily responsible for supervising the day-to-day duties, operations and administration of the Sheriff’s Office, overseeing all patrol and jail functions. In the event of vacancy in the office of Sheriff, the Chief Deputy shall assume all responsibilities of the position until a new Sheriff is appointed by the Governor of the State or a new Sheriff is elected. Three to four years of progressively responsible experience in law enforcement management is required. Leadership skills and abilities required. High degree of familiarity with other Sheriff’s Office jobs. Interpersonal skills to deal with employees, other law enforcement officials and citizens. Foresight to anticipate future needs and requirements. Considerable judgment and resourcefulness is required in making life and death decisions in dangerous and stressful situations. Formal education in law enforcement and public administration is desirable. Must successfully complete the M.C.J.A. basic school in law enforcement prior to completion of one year employment. Must meet current firearms range qualifications as established by the Office.
Detective Supervisor - Responsible to the, Chief Deputy and the Sheriff for the administration and supervision of the Detective Division, ensuring that all investigations, criminal and traffic, are properly investigated and that reports meet all requirements. The Detective Supervisor shall hold the rank of Detective Lieutenant for the purpose of chain of command. Responsibility includes 13 communities with no organized police departments as well as the islands located in Penobscot Bay, Knox County. • Three to four years of experience in police or other similar law enforcement capacity. Must have at least three years of supervisory experience or a current member of the Detective division of the Knox County Sheriff's department. Must meet current firearms range qualifications as established by the department and MCIA. ICS 100, 200, 300, 400, 700, 800 required for the position. Completion of the Basic Law Enforcement Training Program of the M.C.J.A. required. Must have completed a basic supervisor’s course. May be required to be certified as a law enforcement officer.
Domestic Violence Detective - Works with the Knox County Domestic Violence Initiative to provide a consistent and effective response to domestic violence throughout Knox County, by investigating Domestic Violence-related incidents, helping the District Attorney’s Office with appropriate prosecution and disposition of cases, and promoting community awareness. Three to four years of law enforcement experience required. Some investigative experience preferred. Must have a thorough knowledge of the Maine court system and procedures. Must have ability to interact with the public and domestic violence victims in particular. Must have ability to establish and maintain good relationships with members of other county, state, and local law enforcement agencies/departments. Maine Criminal Justice Academy certification or equivalent. Must possess a valid vehicle operator’s license. May be required to meet current firearm qualification requirements.
Detective - Investigates all types of criminal activities or incidents that may occur within the County of Knox, referred to the Sheriff’s Office from the District Attorney’s Office and/or the Maine Department of Health and Human Services, along with providing assistance to other agencies. Responsibility includes 13 communities with no organized police departments as well as the islands located in Penobscot Bay/Knox County. Three to four years of experience in police or other similar law enforcement capacity. Experience with the Patrol Division of the Knox County Sheriff's Office desirable. Must meet current firearms range qualifications as established by the department. Successfully completion of the Basic Law Enforcement Training Program of the M.C.J.A. with resulting certification.
Patrol Supervisor - Responsible for the supervision of the Patrol Division, assisting and guiding assigned officers as necessary, personally investigating crimes of a major nature, assisting with administrative duties, and performing patrol duties as required. Responsibility includes 13 communities with no organized police departments as well as the islands located in Penobscot Bay/Knox County. Three to four years of experience in police or other similar law enforcement capacity. Must have demonstrated leadership and communications skills required of the job. Must be willing to complete a minimum of 20 hours of in-service training each year as required by law. Must have working knowledge of computers and automated systems including Microsoft products, internet, and other law enforcement specialty software. Completion of the Basic Law Enforcement Training Program of the M.C.J.A. required. Familiar with U.S. Constitutional Law regarding Search and Seizures, and Maine Criminal Statutes. Must receive training and qualify in the use of and handling of chemical agents. Trained in suicide prevention, detection, and procedures annually. Must meet current firearms range qualifications as established by the department.
Patrol Deputy - Enforces the laws for the County of Knox, State of Maine by patrolling assigned areas and responding to and investigating incidents and complaints received from Dispatch, according to the rules, regulations, policies and procedures of the Sheriff’s Office. Three to four years of prior related experience. Have a working knowledge of criminal, motor vehicle and civil law of the State to be enforced within the County. Must have the ability to work without direct supervision and to use good sound judgment. Must be willing to participate in a minimum of 20 hours of in-service training each year as required by law. Completion of the Basic Law Enforcement Training Program of the M.C.J.A.; in the event that an applicant has not completed the law enforcement training course, the applicant must meet standards as established by the MCJA Board of Trustees Selection Committee before hire. 100-Hour Reserve Officer Course required. Must pass written, oral, physical, polygraph, and psychological tests. Must meet current firearms range qualifications as established by the Office.
Administrative Assistant - Provides a wide variety of tasks which are vital to the overall operations of the entire Knox County Sheriff's Office; duties include assisting with the Civil Process, swearing in officials and deputies, notarizing documents, handling and responding to correspondence, greeting and assisting visitors and callers, typing, transcribing, bookkeeping and filing. One to two years of experience in administrative or general office duties and proficiency in the use of Microsoft Office Windows, Word and Excel required. Experience in customer service and/or dealing with the public is strongly desired. Prior experience in Law Enforcement and supervisory positions desirable. A thorough knowledge of legal processes/procedures and the ability to type legal briefs, affidavits, etc. preferred. Education with emphasis on office and business skills including, keyboarding, filing, and multi-tasking. A two-year or four-year degree from an accredited college or university in a related area is desirable, but not required. Must be a certified Notary or able to obtain Notary status.
Civil Process Deputy - Assists lawyers, plaintiffs, and citizens of the County serving civil process documents in a professional and timely fashion; keeping records as required; and making returns of service of all documents. Two (2) to three (3) years of experience in law or civil practice or related field desired. Knowledge of basic computer skills required. Must be able to serve civil papers during the day and evening. Must have the ability to exercise independent judgment in following appropriate procedures and policies, and in prioritizing multiple tasks in available time. Associate's Degree in Criminal Justice preferred. Training in real estate law and landlord/tenant law preferred. L.E. Pre-Service course, reserve officer or full-time graduate of MCJA preferred. Must maintain MCJA certification if acquired.
